FINTRAC registration for a Canadian money services business costs nothing in government fees, and the registration is valid for two years. The banking step that follows usually takes longer than the registration, costs more to prepare, and can still fail. Banks operating in Canada are reporting entities under the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) in their own right. An MSB client is itself a regulated entity in a higher-risk sector, so the bank applies enhanced due diligence and ongoing transaction monitoring to an account that, by definition, moves third-party funds.
The operational risk is high and the reputational risk is higher. After years of de-risking across the sector, Canadian banks are selective. A cold application, with a newly issued FINTRAC registration number and nothing else, has a low success rate at any large bank.
Each bank decides MSB applications case by case, and its appetite moves with its own risk reviews. What follows is INNOVA's working read, reviewed on 30 September 2026. Treat it as a map and confirm the position with the bank when you apply.
The Big Five (RBC, TD, Scotiabank, BMO, CIBC). Decisions on MSBs sit with central compliance teams. Three things carry the most weight: operating history in a related business, an introduction through an existing commercial relationship, and a complete AML compliance program at submission. A business model built on cash or on virtual currency faces the longest review.
Regional banks and credit unions. Some credit unions and regional banks take MSB clients that the large banks decline. They carry the same PCMLTFA obligations, so the AML file must be just as complete; the intake is usually more personal. Most credit unions are supervised provincially; federal credit unions sit with OSFI.
Payment accounts and EMIs. Many MSBs run a regulated payment account (for example, Wise Business) as a secondary account for international receipts and settlement while the bank relationship is being built. Missing or thin AML documentation is the single most common rejection reason. A compliance program that is clearly assembled from an internet template, with the previous client's name imperfectly removed, will be declined at triage.
